The ethics group has the task of selecting a new Ombudsman. What qualities do you want in a selection?

The next Ombudsman should not be a former Flint police and they should have both investigative skills and the ability to articulate the results in a coherent and non discriminatory fashion.Also council needs to make the Police Chiefs and Captains accountable.
I just revisited the Sharon Childress 1997 case that went to federal court against against the City of Flint, the Police Department, six police officers and a dispatcher. That case rendered a huge settlement and forced the City to hire four attorneys to represent the officers.
Childress, a 19 year GM model employee, mother of five, a grandmother,active in her church and who ministered at the Genesee County jail three Sundays a month, became totally and permanently disabled as a result of the trauma of the false arrest and the "manhandling" by a male police officer.
This case highlighted the failure of the police department to properly train, supervise and discipline aggressive officers.Discipline could only come from the Police Chief and many cases never went to Internal Affairs and then they seemingly poorly investigated.
The police department failed to provide complete data on citizen complaints of excessive force cases but the Ombudsman reports were thorough when citizens complained.
I got angry reading the multiple cases offered up. One officer said Citizen complaints meant they were doing a good job.

City Council accepted how Brenda Purifoy, along with Norma Stevens, had both been found guilty of assault and battery on two women while Flint Police officers. However some veteran council members should have recalled the Cathy Engel race discrimination case against the City of Flint that resulted in a $950,000 judgement for Engel. Engel's attorney Glen Lenhoff showed his expertise as he was weaving the exhibits and testimony like a tightly woven tapestry. There were no holes.

It turns out that this saga involved an escalating feud between the African American Police League (AAPL) and the FPOA. Sgt. Linda Winfrey, who wrote the "smoking gun" report against Engel was the Treasurer of AAPL.

Doris Henry Roberts and Brenda Purifoy sent a letter to the Flint Journal in which they stated they believed the union was racist and any criticism against Police Chief Clydell Duncan was racist. A copy of the letter went to the union in advance.

A racist parody of the letter targeting Sgt. Henry and Sgt. Purifoy was posted in a secure area at the State Police Post.
Testimony revealed the racist flier was posted ive hours before Engel was to report to work. MSP officer Kris Surdu found the flier and removed it.

Lenhoff, commented how "It is very rare in employee discrimination cases to have a document that explains a rule violation in terms of the race of the violator." Winfrey had written :
"The fact that Cathy Engel is a white patrol officer and all of the parties depicted in this letter are black and of a higher rank also indicates that Cathy Engel neither respects the ranks nor the race of Chief Duncan and Sergeants Henry and Purifoy."

Lenhoff pointed out how a black officer, karl Petrich, went to Winfrey because he had passed the flier around and laughed at it. Cathy Engel had made one copy and never posted it. She had no prior racial or discrimination incidents. Petrich was not fired or disciplined.

Chief Duncan fired Engel on Feb.16, 1993 for violations of the four rules of respect, conduct, truthfulness and duty time. Petrich was neither fired nor disciplined. The firing of Engel was printed the same day it occurred and Chief Duncan told the paper that Engel was a disgrace to the department.

Lenhoff told the jury how "in a well regulated trial, the truth comes out and a witness demeanor gives a good idea of what their character is". He reminded the jury about how Purifoy displayed anger and yelled on the witness stand."He said "You saw the bitterness and anger in Brenda Purifoy" "And when she becomes angry, does tend to become virulent about race."

Purifoy was said to have shown the flier to others in the department, the Mayor's office and City Council, Lenhoff described that it was because of Purifoy that the flier became a a matter widely disseminated in the community an that heated things up. Someone needed to be punished and it couldn't be a black person because that would make the whole white racist theme with the FPOA collapse..

One bright light in the Purifoy as Ombudsman was an investigator named Wayne H Goza. I never met him but the report I read was well written, thorough and actually a superb work. He is the kind of person Flint needs for Ombudsman.

At the time I originally posted this I did not know that this was 6th ward councilman Winfrey's wife.
