Resolution to enter into a fourth change order to extend term of the contract (11-040) with

Operation Unification in the amount of $77,488.45 until June 30, 2012 for the purpose of making
emergency repairs to fourteen (14) homeowner units using 2010-11 Community Development Block

Grant Funds
Resolution #100301.1 approved the 2010-2011 Annual Action Plan of the Consolidated Plan. The
Annual Plan set forth the use of CDBG funds to implement and conduct a City-Wide Emergency Repair
Program for homeowners within the City of Flint.
Operation Unification was one of the successful bidders selected for participation in the CDBG-assisted
City Wide Emergency repair program. An extension to their contract is needed due to delays by the City
of Flint and the Contractor.
All elements of the program, preceding the repair of the home, and including bidding the work, have been
completed. Bids to complete the work have been received, reviewed, and evaluated.
The 2010-11 Community Development Block Grant Funds will com from account number 271-748.133-
502.748 (Revenue) and 271-748.133-805.327 (Expense).
IT IS RESOLVED, that the Emergency Manager Shall, on behalf of the City of Flint, authorize
appropriate City of Flint officials to do all things necessary to enter into a fourth change order with
Operation Unification to extend the term of the contract (11-040) in the amount of $77,448.45 until June
30, 2012 for the purpose of making emergency repairs to fourteen (14) homeowner units using 2010-11
Community Development Block Grant Funds.

Background/Summary of Proposed Action:
This resolution is to extend the term of contract to Operation Unification for the purpose of making
repairs to fourteen (14) homeowner units in the City Wide Emergency Repair Program. A time extension
is necessary to allow for completion of work in City Wide Emergency Repair Program through June 30,
2012.
Financial Implications:
The source of these funds are Community Development Block Grant (CDBG) funds allocated in the
2010-11 Annual Action Plan for City Wide Emergency Repair Program.

Granted Eason initiated this grant, but a FOURTH EXTENSION to do emergency repairs on 14 homes.

On Tuesday, March 13, 2012 the Flint Journal lead headline was Unpaid taxes? No buying property at auction .

Snyder emphasized he did not want individuals owing taxes to be able to buy homes at auction. The land bank officials applauded this effort.

The Michigan Home Rule Act , under which Flint was created, has a provision that forbids Flint from entering into a contract or making an appointment to one who owes taxes to the city. The Land Bank has a rule forbidding selling property to those who owe taxes in theri policy and procedures manual.

Yet both the City of Flint and the Land bank have entered into contracts with Operation Unification and Charles Young Jr. when both the non-profit and the principal agents of the non profit owe significant taxes in both Flint and Mt Morris Township.

Really,A fourth extension to do emergency repairs to 14 homes. How long has the emergency existed and has he cost of the emergency repair increased due to neglect of the problem?

To my way of thinking, Brown is a s neglectful as Walling and Eason were. Otherwise he would not have given Salem Housing a contract using federal money when they have had numerous HUD findings that were significant and they owe taxes. They already have houses they have been unable to sell in several years so we enter into a purchase, rehab and sale program with them. Isn't that the subject of the last finding on them?

Of course, Brown has Tracy Atkinson running the department.So what do you expect?
