It sure seems to me (In my humble opinon) that if the City Caused some of this man's misfortune pertaining to the towers. Then the Arbitrator should take that into consideration. But, i don't know what they agreed upon before heading to arbitration. Ms. Young may be smarter than we all thought and slipped one by the Slick Owner of the Towers.
