Affidavit of Shenelle Miller-Webb (September 30, 2013)

Miller-Webb received employee orientation on August 30,2001. At that time she became a member of AFSCME local 496 and received a copy of their contract. She states she was never given a copy of the personnel policy manual.

Under the union contract, Miller-Webb states she retained the right to union assistance for two (2) year after she changed to a non union position within the county on March 14, 2012. Given only one hour and being required to work that hour, Miller-Webb had no opportunity to prepare or seek assistance from the union or an attorney. It would have been insubordination to have refused to attend.

Miller-Webb stated the meeting only took five (5) minutes as no evidence was presented and she was not asked any questions.

Certification Training was considered essential by supervisors for the Human Resources Representative, so Miler-Webb signed up for training with the approval of Pikes. While the county had as past practice paid for such training, payment was denied for Miller-Webb. Miller-Webb would have had to bear all costs with no possibility of reimbursement. She was forced to cancel the training just 3 days before the start of instruction.

"When Caucasian employees in the Genesee County Human Resources Department have made errors in violation of the Employee Conduct and Disciplinary Acton Form, they have been not written up or terminated from employment by Ms. Pikes."

The county no longer maintains records on affirmative action in their departments. But, why are commissioners getting involved in hiring?
