The media gave blow by blow descriptions of Earley's proposed budget complete with more cuts to public safety, increases in special assessments and water and sewer bills.

I know of landlords who have as many as 39 rental properties for sale because of the cost of doing business in Flint. Some landlords stopped paying taxes on hrd to rent properties years ago. They donated them and even offered to give them away. There is less incentive to stay now.

There is no increase in property taxes , but there should have been as many property values are going down. Areas once sought after as good places to live are now hard to sell.

Take the area east of McLaren , between Sunset and Beecher. Politicians, cops and professional people once lived there. Now with the once nice apartment complex advertising No Credit Checks and other discounts in an attempt to rent their units, nearby townhouses lose buyers and sit unsold. My friends townhouse is at a bargain basement price and yet not sold. Buyers back out and who can blame them. Drug huses and murder have occurred here in the last two years.

Flint never replaced all of the retiring police officers although the residents approved a public safety millage. The city is eliminating 7 unfilled vacancies and 29 additional police officers for a total of 36. The Fire department is losing 19 firefighters, going from 94 to 75/

Snyder approves the work the State Police Patrols are doing, so Flint will mostly be under state policing. The north end is being vocal about the patrols as some residents believe there is racial profiling. That is not very different from the Detroit City Council anger over the state patrols on belle Isle where a state trooper allegedly told a council woman they were eliminating the "riff-raff". Although superiors in the State Police distance themselves from that remark, are minorities the "riff-raff"?

Street lighting costs will increase from $68 to $71. So much for savings from subsidizing garbage as that cost will increase from $146 to $163. To make matters worse, the water and sewer bills will increase by $6.5%.

Flint public employees will be subject to the same increased out-of-pocket costs as the Sheriffs employees who retired because of the increases. Add these increased costs to the pay cuts and that will explain why some officers are rushing to retire.

Earley will hire a City Administrator and restore the salaries of the Mayor and the Council. After reducing the deficit by over $6 million last year, another $1 million will be applied to the $12.9 million deficit this year. The deficit is expected to be erased by 2020.

Earley blames the retiree lawsuit over healthcare cuts for the inability to reduce legacy costs , He stated the legacy costs or this year will be 30.2 million, or 17 % of the revenue. Once again bankruptcy is being threatened..

The Police are said to be cut from 151 officer to 115. This proposed cut explains why the Police Chief is making his strange staffing decisions, It would appear the State Police are taking over many functions previously held by Flint officers. O course the State Police start at $55,000 and Flint gets seasoned officers s the cost is higher.

The Police Department had to create a foundation to purchase needed police gear the city was unable to provide. I understand some vendors for specific police car modifications have not been paid for although the department received funding in at least one instance But don't forget the state gave us 7 new Chevrolet for Police supervisors.

In 2010 the Waling budget reduced the Police by 57 officers (1/3 of the force) and the Fire department by 23 firefighters (1/4 of the firefighter). Fire stations have been closed and you can expect additional closings.

And flint keeps making the top of lists like "Most dangerous to live in" and the "Most dangerous for Women". Business Insider magazine in 2012 spoke how the Flint's police force shrunk over 5 years from 265 officers to 122. That may be why some people are questioning the number of certified officers on the streets in Flint.

We've been ranking America's most dangerous cities for several years, and there's one city that keeps making the top of the list — Flint, Michigan.

Flint had 66 homicides in 2012, tying a record it hit two years ago.

Forbes has also ranked Flint as one of most dangerous places for women. The most striking attack of 2012 occurred when an 87-year-old woman was raped outside her home in broad daylight. She decided to leave Flint.

The city has probably changed a lot in that woman's lifetime. Flint hasn't always been this dangerous or depressing.

Flint had a booming auto industry in the mid-1900s. The United Automobile Workers, in its infancy, triumphed over industrial bigwig General Motors after a 1936 strike began an era of union labor. The people in Flint had stable work and earned decent money up until the late '70s.

GM's Flint operations employed 80,000 people in 1978. At the time, New York City had a reputation for being the most dangerous place in America — not Flint.

However, the tide started to turn for Flint in the '80s. That's when GM started setting up factories in Mexico and dramatically reduced its operations in Flint. By 2006 GM employed just 8,000 people in Flint, according to Flint's city manager.

With no major industry in Flint, the city's unemployment and poverty rates have soared as many people have fled the city. Here are some factors that contribute to making Flint a dangerous place:
Flint only employed 122 police officers in 2012, down from 265 five years earlier because of budget cuts, Mlive.com reported. With 122 officers, Flint employs one officer for about every 830 people. Comparatively, New York City (which didn't even make the top 25 most dangerous cities) covers about 235 people per cop.
According to the Bureau of Labor Statistics, Flint's unemployment rate rests as 16.0 percent. Though not as low as Detroit's, which rings in at 17.5 percent, Flint's lack of work doesn't bode well for the local economy. More than 38% of people there live below the poverty level, according to the most recent Census numbers. Poverty and crime are known to go hand in hand.
Drugs are a known accelerant for crime, including violent crime. Heroin use has increased dramatically among people between 18 and 29, the Flint Journal reported in 2011. That year, two teenagers died of overdoses within three days of each other.

As things get worse in Flint, its population continues to drop off. There were nearly 125,000 people living there in 2000, but that number declined to roughly 101,000 by 2011. This decline suggests Flint is no longer a place where people want to live.

A news clip featured in Michael Moore's "Roger and Me" back in 1989 sums up how Flint's reputation has changed.

"Flint is best known for its principal industry," a newscaster said back then, referring to the auto industry. "But it's quickly gaining notoriety as a major crime center."

Go to the official City of Flint web page and look up the Emergency manager quarterly report of 4-15-2014,

The audit for Fiscal year 13 was completed and and a surplus of $6.2 million was applied to the deficit. This redued the $19.1 million deficit to less than $12.9 million.

Cash Flow took a dramatic jump. December of 2011 had only $13 million n hand. As of march 31, 2014, the pooled cash exceeded $49 million.

Earley continues to stress the continuing structural deficit involving Other Post-Employment Benefits (OPEB) meaning healthcare benefits.

Earley also discusses the loss of the $7.9 million SAFER grant that would have funded 39 full time firefighters for 2 yeas.

The water rates are expected to increase another 6% next year and other special millages are also going up.

Are we really better off having the State Police take over the functions of our Flint police. Where are the drug raids and warrant pick ups like those we see in Detroit? Detroit made raids into violent public housing units and other violent neighborhoods.

In Flint they concentrate on Flint's northend. Have they made any inroads into the heroin traffic? Who knows what the State Police do except act like urban cowboys? There is talk that they utilize methods that are overly aggressive.

The proposed 2025-16 budget is on the City of Flint website.

Costs to Flint taxpayers are increased.

Property Taxes remain the same
the county assessment reported last month that Flint property values are expected to decline though 2015. Flint seems to be pretending that isn't happening.

Street light Assessment increases to $71 in 2015 and to $74 in 2016.

Trash Pick-up Assessment increases to $163 in 2015 and to $169 in 2016.

Water and Sewer rates increase 6.5% in 2015 and another 6% in 2016.

The proposed 2 year budget purports to use to the guidelines of the recently developed Master Plan.

To me this means no pans for the north end as the Master Plan is usually a 20 year plan and the planner told the North End they would not see any development for at least 20 years.

The plan seems to focus on building reserves and wiping out the deficit at the expense of the taxpayers.

The report cites stagnant property taxes and income taxes and continually brings up the cost of retiree health care.

What the report neglects is that when the City gave Uptown the Genesee Towers for a dollar, Uptown was supposed to provide the demolition funding. Instead taxpayers bore the brunt of the expense by EM Mike Brown helping his cronies by giving them $880,000 in CDBG funding for demolition, That oney could have been used for water and sewer infrastructure improvements. Instead the burden of improvements falls on the homeowners.

FLINT, MI -- Two men are in serious condition following a shooting on Flint's west side outside the Sunset Village Apartment Complex.

Police at the scene said the shooting happened just before 11 p.m. on Tuesday, May 7, in the 3100 block of Pencombe Place off of Bradley Avenue.

Investigators said the two men were sitting in a vehicle outside the apartment complex when the suspects allegedly shot into the vehicle. Police found several bullet holes in the exterior of the car.

Both men were listed in serious condition at an area hospital, police said. Originally one of the men was listed in critical condition before being upgraded to serious.

Police officers from Flint, Flint Township, the Michigan State Police, and Genesee County Sheriff's Department responded to the shooting.

No further information has been released at this time. The investigation is ongoing.

These apartments are on Sunset which continues west fro University drive to Ballenger Highway. On M-Live tdmimhcs noted these used to be really nice apartments. They noted how run down the area is becoming and how crime is increasing and blames it on the apartment complex. They stated there were unsupervised parolees and drug activity.

There was a murder within 3 blocks last year and there has been one house busted for meth production twice. I remember being in a meeting at the mini-station at M L king and Bishop and I was told people were not concerned about the old houses in the north end because there were nice home rentals in the area behind Mclaren Hospital. This was once a nice middle class and professional neighborhood.

Townhouses and homes in his area are not selling well, despite drastic price cuts.
