NSP 1 area is faily large and contains a portion of Smith Village, Metawaneenee Hills, Carriage Town and the revitalization area along Kettering and the river.
Despite their unpaid taxes Kurtz continues to give Operation Unification contracts.

RESOLUTION
Resolution is to enter into a sixth change order to extend term of current contract number 10-003 with Operation Unification, to acquire, rehabilitate and sell, for the Neighborhood Stabilization Program (NSP) Area 3 until March 18, 2013
and increase the contract amount by $233,472.25.
The goal of the City’s Neighborhood Stabilization Program I (NSP-1) is to restore vitality to distressed neighborhoods by facilitating the acquisition, rehabilitationand resale of vacant and foreclosed single family homes.
Operation Unification is a non-profit developer for the City’s Neighborhood Stabilization Program and received a contract award (10-003) in the amount of $1,282,168.00 for the purpose of implementation of a redevelopment plan to address abandoned and foreclosed homes in the NSP-l Area 3. The NSP-1 Area 3 is bounded by North Saginaw Street, East and West Russell Street, DuPont Street and Carpenter Road.
During 2009, The City of Flint solicited proposals from interested parties to develop affordable housing using Neighborhood Stabilization Round I Funding. Operation Unification was one of the successful bidders that met all requirements included in the Request for Proposal. A development agreement was executed with the developer that provided the financing to redevelop homes in areas that have been devastated by mortgage and tax foreclosures.
This sixth contract change order (10-003) will extended this agreement until March 18, 2013. Operation Unificationhas requested an extension to its initial developer contract due to many obstacles faced by Operation Unification which prevented the development corporation from expending hinds within the time frame outlined in the developer agreement. Additional time is necessary for Operation Unification to meet the goals and objectives of the NSP-l program.
Funding available to reimburse Operation Unification for the NSP- I eligible and reasonable expenses is available in the expense account 297-747.457-805.327. Increase contract amount by a total of $233,472.25 and funds available from unallocated budget appropriations account 297-747.100-700.100. |

NSP progresss report for 2009
In this quarter, the City of Flint authorized five contracts totaling $1,335,513 for acquisition - rehab - resale to four different agencies. Salem Housing was awarded two contracts in Area 1 and Area 3 of the City's approved NSP
plan to acquire and rehabilitate five structures. In addition, as part of the comprehensive neighborhood revitalization, Salem identified 8 structures needing demoliton. Those structures are being forwarded to the City's Demolition Division to begin demolition proceedings.
The City awarded a contract to Operation Unification to acquire and rehabilitate the following 5 structures in Area 3 of the City's NSP: 638 W. Ruth, 641 W. Ruth, 642 W. Ruth, 645 W. Ruth, 646 W. Ruth. OU has also identified the following five properties as demolition candidates: 613 W. Lorado, 625 W. Lorado, 609 W. Foss, 629 W. Foss, and 633 W. Foss Ave.
Another contract was awarded to the Genesee County Land Bank for rehabilitation of tax-foreclosed properties in Area 1. The Land Bank is using a combination of NSP, HOME, and Land Bank funds to rehabilitate and re-sell six properties in their Hurley Redevelopment Area. Three of the following properties will be renovated using NSP funds: 713 Grand Traverse, 726 Stone Street, 707 Stone Street, 717 Stone Street, 719 Stone Street, or 612 W. Second Avenue.
Finally, the City awarded a contract with Genesee County Community Action Resource Department to acquire two units and build on two tax foreclosed vacant lots in the Smith Village Redevelopment Area in Area 1 of the City's NSP.
The City will execute all contracts in February. Environmental activities are completed, and the City will publish its Notice of Finding of No Significant Impact in January. Some properties have already been sent to the SHPO and the City
will finalize all individual environmental review activities prior to acquiring properties.
The City expects to begin acquisition of all identified properties in February, 2010.
The City has assigned all properties identifed for demolition to the Development Division to begin the demolition process. The City expects these properties to be demolished in the next quarter.
In addition to the above contracts, the City expects to execute contracts with its energy audit firm, Advanced Solutions, and with its appraiser. In addition, the the City will execute an NSP demolition contract with the Development Division for additional NSP properties, and a lead risk assessor contract. An RFP is being prepared now for risk assessments. The City is also beginning its implementation of the in-house rehabilitation program. Once staff and contractors are in place,
including inspectors, specification writers, real estate and property management agents, and building contractors, the City expects its NSP program to move much more quickly. |

Operation Unification in nearly 2 years of the city contract never acquired the property at 641 W. Ruth and the property was sold to an investor for $100. Flint assessed value is $9,000 down from $12,000 the previous year. The property remains posted and taxes for 2012 are unpaid. |

The two for profits that were part of the Operation Unification conglomerate, OU Village and OU Home were automatically dissolved on 7/15/2011. This includes the asssumed names of OU Cafe and other restaurant type entities.
Operation Unification is now seeking donations from financial institutions and homeowners seeking to divest of their properties. wells fargo bank is one of these entities.
Looking at the past, those nonprofits that sought to do their own landbanking failed and ended up owing a ton of property taxes. |
