Author    Post   untanglingwebs F L I N T O I D Part of Allen's 10 point plan is a tether program.: "The Tether Program is for non-violent offenders who qualify and would be used as an option to assist in the rehabilitation of offenders and relief to jail overcrowding. Those on tethers are responsible to remain within the confines of the tether, report each week, and pay their tether program fee . Sheriff Pickell addressed this issue last Monday at the Flint Chamber of commerce luncheon. Part of the problem in implementing the tether program is the large number of eligible prisoners who cannot pay the fee for the tether. Pickell stated he had a grant witten to assist eligible participants for the tether proram pay this fee. The tether program is not a new solution. Many communities in the county implement their own policies for the impounding of sized vehicle. These communities would have to join in in order to implement this issue and would have to agree to relinquish any funds they receive from the sales of impounded vehicles. When police agencies assist in drug raids and other arrests that result in forfeitures, they receive a portion of the money. A location that is adequate for the lot would have to be found and the site would have to pay rent, security and utilities.
