Nearly 13 years have passed and yet some things never change!!
Former City Attorney Trachelle Young never showed fear .(Unlike the current City Attorney) On August 22, 2005 she sent a warning shot to City Council through council president Johnny Coleman over "Inappropriate Behavior at Council Meetings".
"At this time, I would like to express my grave concerns regarding the unchecked and unfettered inappropriate behavior that has occurred during City Council Meetings and Executive Sessions. As you know, maintenance of order during meetings of the Council is a responsibility of the President-one that should enforce the rules and preserve order. Of late that has not been the case.
For example, recently during an Executive Session,numerous breaches of order in the form of improper decorum and improper language occurred , yet no one was called to order. Additionally, later during the Council Meeting, Mr. Eric Mays was once again allowed to abuse his public participation by violating City Council Rule 27.5. Rule 27.5 states:
Any person while being heard at a City council Meeting may be called to order for failure to be germane, for vulgarity or personal attack of persons or institutions or for speaking in excess of the allotted five minutes.
It goes without saying, that Mr. Mays, should have been called to order on several different occasions, at several different Council Meetings, but to this date, nothing has been done.
Presently, my biggest concern is that a continuation of this type of unchecked behavior could ultimately result in sexual harassment charges, and/or open the door for the creation of an intimidating , hostile, or offensive working environment. Therefore,in order to keep the peace, please do all things necessary to keep those who would breach the rules o order in check..

Mays: “Do you know how often I hold my tongue?”

Me: “Not much.”

Mays then proceeds to scream and tower over me. It was worth it.

Last Council meeting was called just over the 24 required time limit for a special meeting. Worthing's son sat with council at the beginning of the meeting. Arthur Woodson posted the current and the previous bond resolutions and discussed how the $80 million bond issue did not identify any projects. Truthfully, how can a councilperson vote for something that requires repayment and not know what they are spending the money on?
Worthing and Fields left the meeting. Mays continuously called them "white woman"when making his derogatory comments. He also calls Griggs "white man". People are correct that the President and the rest of Council don't call Mays to order when he breaks their own rules.

Remember that Mays made a veiled threat to Fred Headen of the RTAB Board and the State Treasury.

I do agree that her son should not be sitting up there. She gave A.C. Dumbass something to talk about. These are the same people who said that recalls are no good. Dont listen to this devil in sheep clothing. It is always something in it for him. The last time the bond came before the council, they had all the contracts in place with the bonds. I will put that up for you. Flint is on the hook for $80 million dollars if this administration makes a screw up. Do you know what that mean? He always has something to say. Dont let these guys lead you the wrong way. Maybe she cant afford a babysitter with these high ass water bills. I forgot Christopher Martin, you live outside of Flint where you pay $150.00 every three months and the church pay all your bills.

Eva Worthing Kids have sat in Mays’ chair longer than just the beginning of a meeting. This is a non issue. If I need to bring my son again, I will with no hesitation. It affected NOTHING. In fact, maybe Mays refrained from calling me a nasty white woman because my son was next to me. 🤷‍♀️

These people have an issue with anything I might do because I question the mayor. I’m a big girl. I can handle it and I also don’t care what they think. I will continue to get to the bottom of these important issues.


Eva Worthing Also, your reasoning for the no votes are correct. Of course I want the city to have the 80 million dollars but the mayor is costing us 15 million dollars as we speak that the state won’t pay for. I refuse to be responsible for a municipal bankruptcy.


Linda - Eric Mays screams nonstop meeting after meeting, and people complain about decorum when a Councilwoman brings her son to A meeting that was scheduled less than 48 hours before. Does anybody complaining actually live in the ninth Ward? As for the rest of you, look to your own councilman and vote accordingly.

Christopher Martin Yesterday’s meeting was a recess of Monday’s meeting because Eric Mays chose to derail City Business by yelling, threatening us and arguing with the chair.

Since my son had his open house at school yesterday at 6 pm, I left my 3 year old daughter with my parents and kept my son so we could go right to his school after the 1.5 hour meeting. My son sat quietly, playing on my phone and bothered no one.

Eric Mays has frequently had children sitting in his seat and beside him during council meetings and it wasn’t take your child to work day.

I take city business extremely seriously and my job was not affected in any way by having my son sit next to me at this meeting. I’m sorry that you felt the need to attack me for such a non issue.

Ms. Worthing brought her well behaved child to a meeting that usually runs like a grade school theatrical production but she’s not the only person to ever bring a child. I’ve been in Council Chambers where Mr. Mays and Mr. Guerra have also brought well behaved children. Instead of taking pics and casting unfounded judgment did anyone there that night who saw she was juggling 2 hats offer to have the child sit with them....No, of course not. That would require bridging the gap, setting aside petty differences and actually being solution oriented. The mere fact that the 80 million Bond has taken a second seat to a child means Flint has a long way to go. The Council needs team building skills and Diversity Training. Flint Residents have stopped caring and growing and all Reverends and Pastors should be helping to bridge the gap instead of casting stones.

City Council needs your help! We need every single person that is able to come to a Flint City Council Meeting to speak on the behavior of Eric Mays and his bullying of almost every single council member and how it affects the city.

City Business is derailed meeting after meeting due to Mr. Mays and it takes more than just a few voices to make change happen. Our next meeting is Monday, September 10th at 5:30. Please fill out a Public Speaking form before 5:30 and put it in the box.

If anything, council members will appreciate your support. For those that say that I or my colleagues look bad for walking out of a meeting in which we’ve been berated, screamed at and held hostage from attending to city business, I apologize. Please know that each and every one of us care very deeply about city issues. We want very badly to represent our constituents yet our voices are silenced and that is unacceptable. Mr. Mays needs to be held accountable for his behavior.

Sally Haywood I understand how you feel. Mays plays down his actions by making it a cultural thing (White women don't understand Black men) Mays has a history of getting paid for lobbying. That is why he confronted me the first time. A county official gave us a copy of a hand written contract where he wanted $10,000 to make sure a zoning was passed or Assaf's business on Pasadena and Milbourne.. His best friend councilman Ed Taylor had been stalling it. He was furious that it came out. When I left the council meeting he had me up against the glass entrance doors to City Hall. I already knew his propensity for violence against women. He hovered over me and kept rushing towards me as though to hit me.

Sally Haywood You need two actions for even a non-domestic PPO. The second was when he attacked Bob Leonard and myself in the council hallway I produced the Bob Leonard Show and he was angry that the story bout his lobbying efforts were out there..

Sally Haywood He waited for me at the elevator one night after council. He had a rowdy group with him and they blocked the elevator. He appeared high on something. Fourth Ward Sandy Hill was with me. Fearless City Attorney Trachelle Young went to the elevator only to have Mays try to kiss her and she pushed her way out. Flint CFO Peter "D" and a Keller Toma attorney ran for the stairs. Sandy and i took the stairs to the second floor and waited. Since I had the keys to the Mayors office we went in there to wait it out. Later we went to the cars in the parking garage.

Sally Haywood My attorney George Killeen was my rock and I leaned heavily on him as Mays dragged me through appeals. Paul Herring produced a Comcast production for Mays that was financed by Tom Joubran. Joubran was lashing out against Bob Leonard and Art Busch and i was caught in the middle. I had to file a complaint with Comcast about Mays and two of his workers disrupting my show's production. Kathy and David of Comcast had to physically remove them from the studio. Mays wanted to use audio from Herring to fight the PPO. No way! I and others have noticed how the women's comments are edited.

Mays and Ed Taylor used a TV 25 reporter to bring false claims of bribery against City Administrator Peggy Cook. They also trashed a decent minority contractor. I knew some was amiss when the contractor kept asking me if he had to pay a bribe and I told him no. The detectives for Pickell investigated and found no validity to the allegations,. They did expose a good friend of several councilman to be liar or wanting to pass on a bribe.

Sally Haywood Taylor and Mays were paid by the Sault Tribe to work on getting the Casino millage passed. I was informed by a female that she had been cheated by them of her share of the money.

#Flint-The Mayor And a few council people are attempting to destroy transparency and accountability in your Flint City Charter. Please do your home work and take action.
It is over 8 months since the current law of Flint Michigan its new City Charter went into effect. 1/1/18.
Flint still does not have an Ombudsman.
Flint still does not have a human relations commission.
The city has directed the ethics and accountability board to meet outside of city hall.
The city will offer the ethics and accountability board no clerical services, no financial accounting services.
There was no direction given from the charter commission on the startup process.
The city is intentionally delaying and subverting the charter checks and balances found in the Charter.

You citizens of Flint should be angry.
Private money must be raised to fund these efforts.
We need a voluntary Ombudsman under a short term contract with subpoena power .
Conduct a public hearing on these issues.
Private assistance is needed to fund and start this office
One of the universities, law schools and organizations like ACLU should consider stepping up to this challenge
A local accounting firm should volunteer to handle the money.
The Ethic and Accountability Board should take a position on these issues or let us know what is going on .

Terry Bankert A small group of people ,a political alliance ,have by elections captured The Flint municipal Government and are openly violating the rule of law the Flint City Charter. Open attacks of racism and creation of a hostile environment in the legislative branch await any council person that does their job by asking questions of the mayors policies. The public is quiet .

Flint Emergency Manager issues order to "address actions" of Councilman Eric Mays

(12/13/13) - Flint Emergency Manager Darnell Earley has issued an executive order, he said, that addresses actions of Councilman Eric Mays.

It's the latest in the back and forth following Mays' arrest last month. Flint Police allege he was driving drunk, the wrong way on I-475 and on four flat tires, was in possession of marijuana and refused to be fingerprinted.

A special assistant city attorney has been appointed to prosecute the criminal case. Mays has been charged with four misdemeanors. City officials have since called for him to resign. He has refused.

An emailed press release, from the city, indicates the order sets forth stringent guidelines intended to address a pattern of persistent disruptive behavior and inappropriate, intimidating communication with staff by Councilman Mays.

It also sets guidelines for Mays' continued presence on City Council in light of his dismissive response to calls for his resignation, according to the release.

"This is a very serious matter. Without this action, it is my opinion that the issues surrounding Councilman Mays will be a distraction and therefore will interfere with my ability to manage the City," said Earley. "The City cannot afford these types of distractions to our efforts of addressing the many important challenges that confront the community. City Council members serve a very important role as public officials and their leadership must not be compromised by their individual actions as we begin talking about the future of the City of Flint post-emergency management. "

Earley's Executive Order #3, effective Friday, reads:

1. Councilman Mays shall not directly communicate with City of Flint staff, including the
Emergency Manager, except for the following:

a. to report an emergency or to respond to Police or Fire Departments;
b. in association with payment for his personal utilities or taxes;
c. in association with starting or stopping his personal water service;
d. as permitted by the Emergency Manager.

2. Councilman Mays shall not make referrals to the Emergency Manager or any other City
staff.

3. Councilman Mays shall inform residents of the 1st Ward to direct matters to the City
Clerk, who shall then submit those matters to the Emergency Manager.

4. Councilman Mays shall communicate with the Emergency Manager via email only,
unless otherwise directed by the Emergency Manager.

5. Councilman Mays shall not be disruptive during City Council meetings and other meetings to which the Emergency Manager directs him to attend, and shall not:

a. address Council during the public comment period;
b. address Council unless he is first recognized by the Council president;
c. address Council about matters that are not on the Council agenda.

6. Councilman Mays is permitted access to City Hall only on Monday through Friday from
8 a.m. to 5 p.m. and during Council meetings, but otherwise shall not be permitted on the
premises.

7. Councilman Mays is no longer permitted to utilize the City Hall parking garage and shall
immediately return to the City Clerk the parking garage opener he was issued.

8. The Council President shall enforce the above directives at City Council meetings and, in
the event a person persists in disturbing the orderly conduct of a Council meeting after
having been clearly informed that he or she is unreasonably causing a disturbance, shall
request that the police arrest that individual under Flint City Code §31-12(6), Disorderly
Conduct and Disorderly Persons.

Additionally, Earley issued another order canceling Monday's scheduled council meeting.

Also, the Michigan Secretary of State's office says it has been asked to look into one aspect of Mays' election.

Earlier this month, there was a recount of the First Ward at the request of runner up Anita Brown. Mays actually gained one vote in the process, but during the recount, absentee ballots were not included because the seal numbers on the ballot boxes didn't match numbers in a log book.

The Genesee County Clerk wants the state to look into why those numbers didn't match.

Recent council events echo past actions to sabotage the reputations of council members and administrators. Especially vulnerable then were anyone who was in the Mayor Williamson administration.
One such allegation was a minority contractor's allegation that they were asked to pay a bribe to the City Administrator Peggy Cook in order to get a contract. It was shocking that then @nd ward councilman Ed Taylor manipulated a situation where these allegations came forward in a meeting .

I know the contractor and told Peggy Cook on more than one occasion that someone was telling contractors they needed to pay to get a contract. When I was asked by contractors I always told them no. Cook and I had no information as to the identity of these bribery requests.

There was no council response and the Genesee County Prosecutor David leyton and Sherif Robert Pickell investigated the allegations.

October 3, 2005 the Prosecutor's response was hand delivered to City Attorney Trachelle Young.

The Prosecutor indicated that based on the Sheriffs investigation no charges would be made as the allegations could ot be substantiated. Allegedly the person soliciting the bribe was Willie Pollard, which Pollard denied. But Leyton stated that even if Pollard made the bribery request it would not implicate the city Administrator. "She would have to know and know of Willie Pollard's solicitations to be criminally liable. I see no evidence of that. In order for the Prosecutor to authorize any charge, including a charge as serious as this, evidence that provides the prospect of sustaining the burden of proof beyond a reasonable doubt must be available. It is clearly lacking in this matter..

Peggy Cook immediately sent a press release: CITY ADMINISTRATOR CLEARED IN BRIBERY ALLEGATIONS.

"I wish to thank the investigating agencies, the Genesee County Sheriffs Office and the Prosecuting Attorneys Office, for their efforts to thoroughly research and resolve this issue as expeditiously as possible. It is unfortunate that there re occasions when these types of allegations of wrongdoing are allowed to linger and tarnish a person's career for a lifetime. Although I new that I had done nothing improper. I am grateful that these respected agencies have reviewed the allegations and have come to the same conclusions. It is a sad time in Flint when Council politics have reached such a low point
that they stoop to the level of allowing such false accusations to be made and communicated in a public forum.....

"My record as a City Councilwoman and as a City Administrator did not support the outrageous allegations that Council allowed to be made against me. My former fellow council members sem to have forgotten all the times I selected the higher path to follow even though at times I stood alone or nearly alone. Council knew or should have known that these these allegations were clearly false. I want to ask Council, who made this forum available for the publishing of these false allegations, where can I go to get my reputation back?

I believe the media namely Channel 25, was complicit in spreading these false allegations in order to smear my reputation without even consulting me first. This appears to me to be a clearly orchestrated efort by a faction iwithin the city Council in an attempt to undermine the mayor's ability to conduct the business of his office and the City of Flint. Other Mayoral appointees and I are clearly in the crosshairs of certain politically motivated individuals in an attempt to embarass and undermine the integrity of the administration."
